Application process for commercial construction

Please attach the following information below with the application for review.

  • Building application must be submitted online. Please fill out application completely.
  • Accurate and scaled plot (site) plan that provides intended use, location of property line, parking spaces (9’x19’ with 24 ft. two-way aisles), landscape and buffering plan (zone buffers, if applicable), interior lot landscaping, undisturbed wetland buffer (jurisdictional wetlands) if applicable, plant schedule, shared parking agreement if applicable, traffic impact analysis for parcels five acres or greater, lighting plan including light fixtures, building elevation, dumpster screening (8 ft. opaque divide- wood privacy fence with finished side facing outward),  sidewalks along right-of-ways, tree survey 8” diameter at breast height (dbh) or greater, show all existing and proposed building structures and setback include dumpsters, generators, etc.
  • Drawings each page must be signed by a SC licensed or registered professional designer as required by state law in compliance with 2015 IBC and all applicable codes. Plans shall be complete and consist of Architectural, Structural, Electrical, Plumbing, Life Safety, Mechanical Drawings (where any of these elements occur in proposed structure) and supportive data.
  • 2009 International Energy Conservation Code information (Comcheck report for building envelope, mechanical, exterior and interior electrical lighting systems).
  • Elevation Drawings and Certificate if applicable
  • Special inspection statement and schedule sheet, please include qualified inspection agency ( if applicable).

***Signs (wall, ground, banner, flags, etc.,) must be applied separately***

Required documents to pull permits

  • Building Application tracking ID# and/or address
  • Photo ID
  • Landlord Consent
  • Letter of Authorization to pull permits if you are not the Contractor listed on Contractors Card or Owner of property
  • Contractors License (state and local card)
  • Signed Contract indicating scope of work, cost of materials and labor.
  • Master Permit number if applicable

Inspections

For inspections contact appropriate inspectors located on Building Department Staff Directory.

  • Monday – Friday 8:00 am -9:00 am for the same day inspections
  • Monday – Thursday 3:30 pm – 4:30 pm for the next day inspection

*Any Building Inspections that have been requested by telephone request with a Building inspector or via internet service request shall be performed either on the same day, the next business day or within (7) seven working days. Requested and documented inspection (s) that have not been performed within those (7) seven days, permit holder shall inform the City in writing of this fact.

*All supporting documents and inspections must be finalized, closed out and completed a day prior to receiving Certificates of Occupancies and Certificate of Completion(s).

Types of Inspections

  • Footing- Inspected by Building Department prior to any concrete pour.
  • Slab- After any plumbing and electrical slab inspections
  • Floor Framing- Prior to sheathing
  • Rough- After sub trades have had their rough inspection
  • Sheathing- After rough inspection and prior to insulation inspection
  • Insulation- After insulation is put in place
  • Final

Posting of Permit

Work requiring a permit shall not commence until the permit holder or his agents posts the permit card inside a permit box in a conspicuous place on the premise.  The permit shall be protected from weather and located in such position as to permit the Building Official or representative to conveniently make the required entries thereon.  No work can be done until a permit is issued.  The permit cards shall be maintained in position by permit holder until the certificate of Occupancy or Completion is issued by the Building Official.  Inspection(s) will not be done by an inspector if the job site is missing permit drawings and a permit box.

The following are required inspections: If an inspection is not called for whether rough, final, etc. you are subject to lose City of State license.  This includes all new construction, renovations and roof work (must provide a ladder).

The permit holder must call in his/her own inspections unless an authorization letter has been sent prior to the Building Department from the sub-contractors/ owner giving general contactor the okay to call in their work.

Certificate of  Completion will be issued after:

  • All final inspections are completed.
  • All Re-inspection fees are paid.
  • A list of all sub-contractors is submitted.
  • Landscaping inspection completed by Zoning Department.
  • Fire Inspections Completed by Fire Department
  • Submit report of special inspections completion schedule (7) provided on disc.

* Please make sure to have all inspections and supporting documents completed, finalized and closed out a day in advance to receive Certificate of Occupancy, Certificate of Completion and closing on any property.

Certificate of Occupancy will be issued after:

(New Construction /Addition 50% or more of work being performed)

  • Sub-Contractor List ( should be attached with permit package)
  • Finished Floor ( should be attached with permit package)
  • Revision Letter ( should be attached with permit package)
  • Sewer Inspection Approval
  • Energy Efficiency certificate  -COM CHECK ( usually provided up front)
  • Post Compliance Statement ( Signed by Contractor/Engineered)( Electrical/Mechanical)
  • Special Inspection on CD( if applicable)
  • Final MS4 (closeout letter) from Public Works Dept.
  • Roofing Letter ( letter provided by the roofer)
  • Elevation Certificate ( if property is located in flood zone)
  • PDF’s ( architectural and engineered drawing must be on file)
  • Truss Drawings ( if applicable)
  • As Built
  • Final Fire Inspection
  • Final Zoning Inspection
  • Final Building Inspection
  • Re inspection Fees ( if contractor or sub- contractor acquire any doing the project)
