As Tropical Storm Debby approaches, the City of North Charleston is coordinating closely with Charleston and Dorchester County officials, as well as regional partners, to manage the situation effectively. As the storm’s effects begin to be felt, here are the latest updates on city operations:
City Operations
All City of North Charleston offices will be closed from Tuesday, August 6, 2024, through Thursday, August 8, 2024. All public meetings during this time are cancelled, including the Board of Zoning Appeals on Monday, August 5 and City Council on Thursday, August 8.

Trash Collection
In Charleston County, trash collection will be suspended on Tuesday, August 6, and Wednesday, August 7. Collection will resume on Thursday, August 8. Tuesday’s route will be collected on Thursday, Wednesday’s route on Friday. Thursday’s route will be dependent upon landfill operations on Saturday.
In Dorchester County, Carolina Waste intends to run on schedule.
Court Operations
Municipal Court will be closed from Tuesday, August 6, 2024, through Thursday, August 8, 2024. However, bond hearings will take place daily. All individuals with scheduled court dates will be notified by mail of their rescheduled dates.
Recreation and Cultural Arts Operations
All recreational and cultural arts programs and activities, including Summer Camp, Athletics, and the North Charleston Farmers Market, are canceled through Thursday. Facilities such as Athletic Buildings, Community Centers, Senior Centers, and Park Circle Playground will remain closed through Thursday.
Sandbag Operations
Sandbag operations have concluded, with over 15,000 filled bags distributed.
Shelter Information
A non-pet shelter at Dunston Elementary School will open at 5 pm today, August 5. Individuals can access the shelter via normal CARTA routes. If you plan to relocate to the shelter, please bring the following items:
- Bedding
- Clothing
- Medications
- Emergency kit
In response to Tropical Storm Debby and the potential for historic flooding impacting our area, Dorchester County will open two emergency shelters beginning Monday, August 5, at 8:00 PM.
- Charles B. Dubose Middle School, 1005 Dubose School Rd, Summerville, SC 29483
- Woodland High School, 4128 US-78, Dorchester, SC 29437
Both shelters are pet-friendly and equipped to support residents during this challenging time.

Damage Assessments
Residents are urged to report any structural damage or water intrusion. Reports can be submitted here: www.northcharleston.org/damages. City inspectors will visit affected properties to document damage and conduct life safety inspections. For properties with damage noted from initial assessments, inspectors will approach homes to perform a thorough evaluation.
